Nova Scotia’s population has breached one million people, which is largely thanks to immigration.

The province’s current immigration retention rate is at 71 per cent, the highest out of the Atlantic provinces. These four east-coast provinces have historically seen newcomers come and go in search of jobs or more urban centres.

One of the province’s key priorities is to support economic growth by attracting workers and entrepreneurs.Xico india To support this goal, Nova Scotia is preparing to launch a $2.5-million marketing initiative to promote immigration to the government.

The province also wants to grow the population to two million by 2060. In order to do this, Nova Scotia aims to attract 25,000 newcomers per year through a combination of inter-provincial migration as well as immigration.

There are a number of immigration programs specifically for people who want to move to Nova Scotia.

Canada’s main immigration pathway, Express Entry, is open to anyone who wants to live in any Canadian province other than Quebec. To immigrate through Express Entry, you need to be eligible for one of the three Federal High Skilled immigration programs: Canadian Experience ClassFederal Skilled Worker Program, or the Federal Skilled Trades Program.

There are also two streams that are specifically for entrepreneurs: the Entrepreneur Stream and the International Graduate Entrepreneur Stream.

Then there is the Atlantic Immigration Pilot (AIP), which includes Nova Scotia as well as Newfoundland and LabradorPrince Edward Island and New Brunswick. Employers in these provinces can use the AIP to hire foreign talent, and set them up with a settlement plan. An early study of the pilot suggests that the settlement plans are already helping to improve retention rates.

How can I get maintained status in Canada?Xico india

Previously known as "implied status", maintained status is a way to extend your stay in Canada.

Under Canadian immigration law, all temporary residents have an automatically imposed condition that they are required to leave Canada after their authorized period of stay.

However, Section 181 of the Immigration and Refugee Protection Regulations (IRPR) states that a temporary resident is able to apply to extend their period of authorized stay in Canada before it ends. Individuals who exercise this ability can remain in Canada until Immigration, Refugees and Citizenship Canada (IRCC) makes a decision on their application. During this process, the applicant is considered to continue to have legal status as a Canadian temporary resident.

An applicant needs to be aware of when their temporary status is due to expire, how their extension application may affect their temporary residence conditions in Canada, as well as rules regarding remaining in Canada during the extension process.

First, one must be careful to submit their extension application before their existing status expires.Xico india IRCC encourages you to submit your application with enough time to spare so that you avoid potential complications to your Canadian immigration status.

Second, one needs to understand how their extension application impacts their conditions in Canada. The IRPR states that if an applicant applies to renew their existing work or study permit before their current permit expires, they can continue to work or study in Canada under the conditions of their previous permit while a decision is made. However, if you apply for a different type of permit, then you must stop working on the date that your current permit expires. For example, if a work permit holder now wants to obtain a study permit, then they must stop working when their current permit expires.

Third, applicants must understand how leaving Canada may impact their temporary residence status in Canada. Maintained status applies only as long as you remain in Canada. If you are on maintained status and leave the country you may be allowed to re-enter Canada as a temporary resident as long as you have a Temporary Resident Visa (TRV) or you are exempt from the requirement to have a TRV. But, you will not be able to resume working or studying in Canada until a decision is made on your application to extend your status. In addition, upon seeking to re-enter Canada,Xico India you may need to provide the Canada Border Services Agency (CBSA) officer with evidence that you have enough financial support to sustain yourself while awaiting a decision on your extension application.

Hence, it is important for you to be aware that if you are on maintained status, you give up your right to work or study once you leave Canada.

There are two likely scenarios once IRCC reviews your extension application.

If your application is approved, you will be provided with a new date for the period of your authorized stay in Canada.

If your application is refused, you are considered in status until the day the decision was made on your extension application. In this event, you have lost your status and can not continue to work or study in Canada as per the conditions of your previous permit. You have 90 days to apply to IRCC to restore your status. During the processing of the restoration application, you cannot work or study while you wait for IRCC to make a decision.

Finally, proof of your application to extend your status is generally regarded as sufficient to demonstrate you are legally in Canada on maintained status. This may be beneficial if you are asked for proof by your employer or school, or to assist you with re-entry to Canada.

Express Entry: Canada invites 746 in new PNP draw.

It has been nearly a full year since Canada held its last all-program Express Entry draw.

Canada invited 746 Express Entry candidates to apply for permanent residence on December 22.

Invited candidates had previously received a nomination through a Provincial Nominee Program (PNP), adding 600 points to their base human capital score. As a result, the minimum cut-off for this draw was 720.

Immigration, Refugees and Citizenship Canada (IRCC) has only been holding PNP draws since September—this is now the eighth in a row. According to an internal briefing memo, IRCC has paused CEC invitations to catch up on its backlog. In the memo,Xico india the department has said it wants to cut Express Entry backlogs in half before it considers inviting candidates from other programs.

In the previous PNP draw, IRCC invited a record-breaking 1,032 PNP candidates to apply. The minimum score in that draw was 698.

One year without all-program draw

It has been one year since Canada held an Express Entry draw that includes candidates from all programs. IRCC has not invited Federal Skilled Worker Program (FSWP) nor Federal Skilled Trades Program (FSTP) candidates since December 23, 2020.

Throughout the year, IRCC has only held Express Entry draws that target candidates from the PNP and Canadian Experience Class (CEC).

The strategy was supposed to allow IRCC to focus on admitting immigration candidates who were likely already in the country. Candidates who were applying for Canadian immigration from abroad were not allowed to cross the border for the purpose of activating their permanent residency status until June.

However, an IRCC briefing note reveals that focusing on inland candidates, as well as creating the Temporary Residence to Permanent Residence (TR to PR) pathway created a large backlog of candidates.

While announcing that the Atlantic Immigration Pilot would become a permanent program in 2022,Xico india Immigration Minister Sean Fraser said Canada would move back to admitting a mix of immigrants from both in Canada and abroad.

“I anticipate as we go forward we are going to have a healthy mix of people who are here with some experience in Canada now and other employees who may not yet be here that will come to Canada through a program such as the Atlantic Immigration Pilot, as the public health situation allows,” Fraser told reporters.

Since the start of the pandemic, Canada has held 35 PNP-specific Express Entry draws in which 19,563 candidates received invitations to apply for permanent residence. Since March 18, 2020, there have only been 11 draws inviting Express Entry candidates from all programs, including the FSWP.

Immigration Minister Sean Fraser and provincial leaders announced the Atlantic Immigration Pilot (AIP) will become a permanent program starting January 1. The name will be changed to the Atlantic Immigration Program.

The program will allow for 6,000 newcomers to come to Atlantic Canada per year.

Fraser, who is from Nova Scotia, was joined by fellow Liberal member of parliament Ginette Petitpas Taylor, who is the minister responsible for the Atlantic Canada Opportunities Agency, as well as provincial leaders from the other Atlantic provinces.

Fraser said since the AIP was launched in 2017, it has brought nearly 10,000 newcomers to the provinces.Xico india Participating employers have made over 9,800 job offers in key sectors, including health care, accommodations, food services and manufacturing. After one year, more than 90% of newcomers on the AIP were still living in Canada, which is much higher than other immigration programs in the region.

The news comes shortly after Nova Scotia announced its population grew to one million. What is the AIP and why is it considered a success?

Atlantic Canada has one of the oldest populations in the country. A large sum of the workers in these provinces are retiring, and few new workers are coming in.

While this is a problem throughout the country, it is especially pronounced in the four east-coast provinces: Newfoundland and Labrador, Prince Edward Island, New Brunswick, and Nova Scotia.

The demographic challenges of having an old population has long been a case in support of economic immigration in Canada. However, despite the success of the Provincial Nominee Program (PNP), created in 1998 to address the regional labour market and demographic needs, Atlantic Canada has struggled to retain immigrants.

Enter the AIP. It was launched in 2017, and has already begun to show early signs of success according to an IRCC report from the winter. The report suggests that the AIP is improving retention rates in the region.

Through the AIP, immigrants come to Atlantic Canada with a job and a settlement plan from a designated service provider. These elements address the reasons why many immigrants tend to leave the region, due to lack of job opportunities. Those who stay, oftentimes do so because of family or friends in the area.

Express Entry: One year since FSWP candidates were invited(Xico india)

ANALYSIS: A look back at the unprecedented year in Express Entry and a look ahead.

The last time Federal Skilled Worker Program (FSWP) candidates were drawn from the Express Entry pool was on December 23, 2020.

Little did most of us know at the time it would mark the beginning of a temporary pause in Express Entry invitations to FSWP candidates.

In 2015, IRCC launched Express Entry to manage these three programs.Xico india Anyone that met the criteria of an Express Entry-managed program could create a profile and would receive a Comprehensive Ranking System (CRS) score based on human capital criteria such as their age, education, English and/or French language skills, work experience, Canadian experience, among other factors. Approximately every two weeks, IRCC would invite the highest scoring candidates to apply for Canadian permanent residence.

The rationale for Express Entry was it would allow IRCC to process applications more quickly (since they only needed to process those invited, rather than the previous model of reviewing every single application) and would give new immigrants a better shot to integrate into the Canadian economy (since IRCC was skimming the top to invite the highest scoring candidates).

Between 2015 and the start of the pandemic, FSWP candidates were the leading recipients of Express Entry invitations. In 2019, they received some 45 per cent of all invitations, followed by CEC candidates. This all came to a halt in 2021.

IRCC entered 2021 with a plan on how to achieve its Immigration Levels Plan target of landing 401,000 new permanent residents by the end of this year. The plan entailed transitioning a greater number of temporary residents living in Canada during the pandemic to permanent residence. The rationale for the plan was that amid COVID disruptions such as travel restrictions and other obstacles that may get in the way of overseas candidates completing the permanent residence process, focusing on transitioning those within Canada was the surest bet to achieving the 401,000 newcomer goal in 2021.

The plan entailed moving away from considering all candidates in Express Entry to primarily inviting CEC candidates for most of this year,Xico india including the historic February 13 draw that invited all 27,332 CEC candidates in the pool at the time (almost six-times more than the previous record for invitations in one draw). The plan also entailed launching a one-time special public policy enabling up to 90,000 essential workers and international graduates in Canada to apply for permanent residence.

'One is entitled to debate the merits of the decision to exclude FSWP candidates from Express Entry draws for one year and counting. In fact, we will have plenty of time to debate the merits of the decision as a number of developments continue to unfold, such as the global pandemic situation, IRCC’s future policy decisions and operating capacity, Canada’s labour market picture, and the economic integration of Express Entry immigrants. All this to say, we will likely need years before we can fully assess the ramifications of this decision.

Nonetheless, it is worth taking a look at the pros and cons of the decision based on the information we have available to us today.


Pros of the decision to exclude FSWP candidates

IRCC is within striking distance of achieving its newcomer target for this year, as it is now landing over 45,000 new permanent residents per month and has landed over 360,000 immigrants through the first eleven months of 2021. Hence, IRCC will argue the difficult decision to exclude FSWP candidates has nevertheless enabled it to land a higher level of permanent residence during a very challenging operating environment.

Another pro is that Statistics Canada research shows those with Canadian work experience tend to integrate well into the labour market once they gain permanent residence. In addition to having domestic work experience, they are able to improve their language skills and networks while in Canada as temporary residents which helps their post-landing employment prospects.

Third, Canada has been experiencing labour shortages throughout the pandemic and IRCC’s focus on candidates in Canada has allowed the country to pursue a more targeted approach to addressing shortages, particularly in essential occupations.Xico india For instance, many of the essential workers who applied under IRCC’s temporary public policy may not have otherwise had a chance to gain permanent residence had it not been for IRCC’s decision to exclude FSWP candidates this year.

Cons of the decision to exclude FSWP candidates

On the other hand, one can argue IRCC was capable of achieving its 401,000 newcomer target while also inviting FSWP candidates at the same time. The reason for this is there is a lag of roughly one year of more, generally speaking, between when an FSWP candidate gets invited, and them physically arriving to Canada. Hence, IRCC could have begun to issue Express Entry invitations to FSWP candidates in the second half of the year while also landing as many in-Canada applicants as possible in fulfilment of its 2021 levels plan goal. In fact, an internal IRCC memo reveals this was an option under consideration by the department, but it is unknown why they did not end up pursuing this path.

Another con of the decision is it has impaired transparency and trust between FSWP candidates and IRCC. The Canadian government and IRCC pride themselves on being as open and transparent as possible, but they have not provided much in the way of communication to FSWP candidates about IRCC’s Express Entry plans in 2021 and beyond. This is important because many FSWP candidates have entered the Express Entry pool in earnest this year waiting for an opportunity to be drawn, but have been shut out. In essence, IRCC is inviting them into the restaurant but will not serve them food. Perhaps a better approach would have been for IRCC to openly communicate its intentions so that FSWP candidates could explore alternative plans. The decision to exclude them may also have a negative impact on some candidates since language test scores are only valid for two years and Educational Competency Assessments (ECA) are valid for five years. In the grand scheme of things, retaking a language test or applying for another ECA is not the end of the world, but it would have been more considerate by IRCC to give FSWP candidates advanced notice so they could avoid potential inconveniences in their pursuit of Canadian permanent residence.

The FSWP has been Canada’s leading pathway for economic class immigrants since it was launched in 1967. In 2008, Immigration, Refugees and Citizenship Canada (IRCC) complemented the FSWP by launching the Canadian Experience Class (CEC). The purpose of the CEC is to provide a dedicated immigration pathway to those with Canadian work experience (namely international students and temporary foreign workers). In 2013, IRCC introduced the Federal Skilled Trades Program (FSTP) to provide an immigration pathway for skilled trades workers.

The eligibility criteria for this stream includes:

  • Have legal status if you are already residing in Canada
  • Get a minimum Canadian Language Benchmark (CLB) score of 4 across all four language competencies (reading, writing, speaking, and listening)
  • Have a permanent, full-time job offer from a Saskatchewan employer that is registered with the SINP
  • Have at least one year of paid work experience in the intended occupation within the last ten years
  • Get proof of eligibility for Saskatchewan licensure if your job offer is in an occupation that is regulated in Saskatchewan and needs mandatory licensing
  • Score at least 60 points out of 110 on the points assessment grid

Hard-to-Fill Skills Pilot

Criteria for the pilot, which was just introduced on November 25, 2021 includes:

  • Have a permanent, full-time job offer from a Saskatchewan employer that is registered with the SINP
  • Meet the minimum CLB language requirement
  • Meet the minimum education and work experience criteria, which includes either having one year of work experience in the same occupation as the job offer or six months of work experience in that job in Saskatchewan

Following internal and international criticism, Canada has back-pedalled on its African travel bans ahead of schedule.

Canada is lifting the ban on international travel from the 10 countries in Africa starting December 18 at 11:59 p.m.

Health Minister Jean-Yves Duclos made the announcement on December 17.

Canada first implemented the ban on November 26 to seven African countries, but within days expanded to 10: South Africa, Mozambique, Botswana, Zimbabwe, Lesotho, Eswatini, Namibia, Nigeria, Malawi and Egypt. The ban was originally set to expire on January 31.

Canada will also re-introduce pre-arrival tests for all new incoming travellers. Currently, Canadian residents can leave and come back within 72 hours without needing a pre-arrival COVID-19 test. A negative pre-arrival test will be required for all new arrivals to Canada starting December 21.

The government said the bans were originally put in place due to a high rate of travellers testing positive for coronavirus from those countries. However, African political leaders and scientists criticized Canada for only including African countries in its ban,Xico India management even though the Omicron variant had been detected in 44 countries at the time.

Canada was also the only country among the Group of Seven nations to require its citizens to return with a COVID-19 test from a third country, although this requirement was temporarily suspended for South Africa.

The federal government also requires travellers who are allowed to still enter Canada from those countries to get a negative COVID-19 test in a third country before boarding – which travellers say has made getting to Canada next to impossible. Over the weekend, the government suspended that requirement for South Africa.

Canada’s ban, along with other bans from Western countries became known as “travel apartheid.” The World Health Organization Director-Genera Tendros Adhanom Ghebrevesus said the rules were disappointing. Advocates from within Canada also called for the rules to end.

In mid-December, when Canada’s two top doctors were asked about the rationale for continuing the ban, one said there was none and the other said the bans should be re-examined.

BC PNP Tech draw: 71 immigration invitations issued(Xico india)

So far in 2021, British Columbia has issued nearly 12,000 invitations to apply for provincial nomination.

British Columbia invited 71 tech workers to apply for a provincial nomination on December 14.

The invitations were issued through the BC PNP Tech, which is a stream under the British Columbia Provincial Nominee Program (BC PNP).

The BC PNP is an economic immigration pathway used by the province of British Columbia to attract experienced, high-demand foreign workers. The program gives people who choose to live and work in British Columbia a path to permanent residence.

Candidates invited through B.C’s Tech draws must meet the requirements of one of British Columbia’s Express Entry BC and Skills immigration categories, which are managed through the Skills and Immigration Registration System (SIRS).

Candidates who received invitations in this draw were from the Skilled Worker and International Graduate subcategories and needed a minimum provincial score of 80.

Invited candidates now have 30 calendar days to apply for the nomination.

So far in 2021, British Columbia has issued nearly 12,000 invitations to apply for provincial nomination.

About the BC PNP Tech program

The BC PNP Tech was launched in May 2017 as a pilot project following a labour market study that found the biggest issue facing B.C.’s technology sector was access to talent. Given the success of the project, B.C made it a permanent program. Ir is designed to enable employers in British Columbia’s technology sector to continue to attract and select international talent when qualified workers are not available locally.

More specifically, the BC PNP Tech is a fast-track immigration pathway for in-demand tech workers and international students. Candidates need to be registered in one of B.C.’s existing provincial immigration streams and have a valid job offer of at least 12 months in one of 29 eligible occupations to qualify for the stream.

Unlike other BC PNP streams, job offers under the BC PNP Tech must be for a minimum of one year, with at least 120 days remaining at the time of application to the BC PNP. It must also be full-time and from an eligible employer in the province.

Invitations through the province’s tech program are sent out weekly to the top-scoring candidates who meet the eligibility requirements.

Candidates who are invited to apply for a provincial nomination will need to submit a complete application. Once this is done, most tech applications will be processed within two to three months.

If they are approved, candidates will receive a nomination confirmation that can be used to apply for permanent residence from Immigration, Refugees and Citizenship Canada (IRCC) under the Provincial Nominee Program Class.

PNP candidates automatically earn 600 points for their score in the Comprehensive Ranking System and thus have a very good chance of obtaining an Invitation to Apply (ITA) for permanent residence via Express Entry.
